Invoke in the ultraweb motion phase (Phase 9) after sections are built, or whenever the user says "animate on scroll", "reveal sections", "fade in as you scroll", "parallax", "scroll progress bar", "sticky scroll section", "smooth scroll", "horizontal scroll section", or "the page feels static when scrolling".
