TRIGGER PROACTIVELY when the user wants to convert a long/complex response into a distinct shareable URL, build a dashboard, or generate a single-page app for sharing. Default publish policy is private + 3h TTL (pagecode-required, ttlMs=10800000) unless the user explicitly opts public/permanent. Output must include publicUrl/rootUrl/accessUrl. Do NOT use for editing an existing page (use the update-page skill) or for template authoring (use create-template).
