Start directly with a Korean progress sentence; no preamble; no route/skill label. 저장소 소유 언급이 전혀 없으면 bootstrap 으로, 이미 코드가 있는 폴더는 import 로 양보해요. 흐름: 템플릿 내려받기 → placeholder 치환 → 사용자 계정/조직에 저장소 생성+push(axhub github repo create) → origin 등록 → 여기서 멈추고 확인 → 동의하면 import 인계. push 뒤 앱 생성·배포로 자동으로 이어가지 않아요.
