This skill should be used when the user says "stack:release", "cut release", "cut a release", "ship it", "tag a version", "release the stack", or wants to finalize completed requirements into a versioned release. Stamps CHANGELOG.md, archives done requirements and their tasks into the graveyard, creates an annotated git tag. Does not push. Supports --dry-run.
