Acquire: fetch candidates, curate a subset, dedup by purpose-digest, audit/rename, record provenance, flat-symlink to global/project. Recommend: catalog owned skills → match project need → activate. Token-frugal: lexical prefilter + LLM, no vectors; bodies read once at install.
