Cloud App Control is action-level, not block/allow at the connection layer — actions are things like ALLOWFILESHAREUPLOAD, BLOCKWEBMAILATTACH, ISOLATEAIMLWEBUSE, DENYAIMLCHAT, BLOCKSOCIALNETWORKINGPOST.
